I just did a clean install on Windows 7 of 7.4.2 and the latest SrvrPowerCtrl beta via the extension downloader. I didn't see evidence of the problem with the settings page being inaccessible that you had pointed out. I have seen that problem in the past, though, when there are conflicting versions of SrvrPowerCtrl installed both manually and via the extension downloader.
