No, I've never seen this particular error, but I've seen plenty of flaky behavior on the part of the extension downloader.
With your NAS, just installing SrvrPowerCtrl won't do anything. SrvrPowerCtrl depends on SYSTEM commands that are unique to your NAS's operating system. SrvrPowerCtrl has to be specifically configured to use those commands. If you can't enable SrvrPowerCtrl through the plugin checkbox, check the server.log to see if you can see any error messages that refer to SrvrPowerCtrl that may indicate why it won't load. Because versions of Squeezebox Server for a NAS are specifically tailored to that NAS, it's entirely possible that SrvrPowerCtrl, as written, depends on some element that is present in the 'normal' SBS release for Windows/Mac/Linux but is missing from the NAS version.
