The error messages in the log seem to indicate that one or the other or both those problems exist with your manual installation of SrvrPowerCtrl.
Can you verify the location of SrvrPowerCtrl's Plugin.pm file? Your log seems to indicate that you're on Vista or Windows 7. So the file ought to be at: C:\ProgramData\Squeezebox\Cache\InstalledPlugins\Plugins\SrvrPowerCtrl\Plugin.pm Is that where it is?
