So are you trying to get real-time playback of your PC audio on SB? Because that's a hopeless cause, you'll never get the latency down that low. If you don't care about the latency, there's probably some combo of Winamp + some plugin + Icecast that can work and allow fast startup when streaming (but this means your audio will be at least 5 or more seconds behind your PC).
