For many laptops which do not have a real volume control the vol control on the PC changes the volume of the stream from WaveInput also there may be a volume control on the associated recording tab in the control panel which could be adjusted.
Besides the settings in the conf file - I think the delay is also affected by WebUI Settings/Advanced/Network/Radio Station buffer settings.
