I would also be interested in throttling the bitrate for iPlayer, not for the same reason though. I live a long way from the nearest exchange and have very limited bandwidth, circa 0.6Mbit, and suffer from the occasional stuttering, lowering the bit rate may solve this. I've already done the usual buffer tweaks.
