I've no idea why sbin is a file. But once it is, the suggested  mv
command just changes its name to sbin.org, so that will also be a file.

What happens if (after changing the name of the sbin file, or even just
deleting it) you try

# sudo mkdir -p /usr/local/sbin

Does it create a sbin folder? It should.

If it does, then I would expect the setup script to work after that.
You can't lose anything by trying.
