As your system uses the Philip's RC-5 protocol you're in luck! 
http://lirc.sourceforge.net/remotes/rc-5/RC-5-extented contains a lirc
file that lists all possible RC-5 codes (all 4096 of them).  All you
need do is delete the ones you don't need.  One word of warning, the
lirc file was made by a programmer so all the numbers are in hex rather
than decimal. So your Power on (16–123) would be the sys_10_command_7b
command in the file.  You can change the name of the commands in the
lirc file to suit.
