The problem usually is always the same: iPeng doesn't get a connection to the WiFi network from the OS after WiFi has been shut down. I don't have a particularly good idea what to do about it but have never seen it on iPhone 4 myself. But I _have_ seen that iPhone 4 has lots of router connection problems. It's usually an interaction issue between the router and the iPhone. Do you see a WiFi logo at all?
It should also help to try to send the App to sleep and bring it back without restarting it.
