There are plugins and there are applets.
Plugins are installed in the local Squeezebox Server through the
"Plugins" tab its settings page. Plugins are only avaialble when you
are connected to the local Squeezebox Server.
Applets are installed directly on the Radio through the
Settings/Advanced/Applet Installer menu. Applets are always available,
you can even install some of them without being connected to Squeezebox
Server. Some requires you to setup an extra repository in Squeezebox
Server and will only be available for installation when you are
connected to Squeezebox Server but after installation they will still
be available for usage even if you aren't connected. There are some
applets that are dependent on you being connected to a local Squeezebox
Server but most aren't.
As far as I understand NPR Radio is a plugin and due to this it's only
available when you are connected to the local server.
