Yes the question was where does the server think it has written it? 
The server writes the config file where it expects to find the helper
app and then calls it.  So if you enable plugin.spotify logging on the
server and then look in the server log you should see where the server
is trying to put it (or other error messages).  Changing the logging
level of the helper app triggers this process.

You can manually copy the file and edit the port number, but I was
hoping to find out why the server is not automatically creating and
starting the server.
