Yes this makes sense, the official Logitech support of spotify on Touch/Radio uses libspotify running on the player which has an arm cpu. Hence you will get no normalisation for this case. I think we confused things raising Squeezebox on this Get Satisfaction request as it started discussion about the official plugin etc. I want to keep our request to a generic request for normalisation to be disabled in the intel version of libspotify.
