Ok, that's the problem, some questions:
1. What hardware are you running SBS on ? CPU ? Memory ?
2. How large is your library ? 
3. Are you using Custom Skip plugin ? In that case how does your
skipping filter look like ?
4. Which SBS version are you using ? 7.5.x or 7.6 beta ? (I'm asking
because I've only verified the plugins towards 7.5.x yet, so 7.6 could
potentially cause problems)

The default alarm sound is activated if no audio is streamed before its
timeout is triggered, so it feels like the dynamic playlist takes to
long to find tracks and start playing them. This could happen if:
- You have slow hardware
- You have Custom Skip plugin installed and it's configured to skip a
lot of tracks
- You have a complex playlist (But the one you posted didn't feel too
complex)
