Have you checked whether you get R3 and R4 OK on your PC browser ? I am outside the UK but R3 AAC is still broken (i.e. warbling sound) on the browser whereas R4 is now OK so there may still be problems in the BBC.
Try using the WMA streams - the option 'Streams' it is at the bottom of the Applet's menu after all the local stations .
