If I remember correctly, point 3 will happen automatically. The SBS
MusicIP plugin regularly checks if the MusicIP library has changed and
if it has it will trigger a rescan in SBS to get the changes. I think
the check interval is 1 hour by default but it can be changed in the
MusicIP plugin settings page through the "MusicIP Reload Interval"
parameter.

However, remember that the MusicIP library will change when you play a
song or change a rating because then the "MusicIP Statistics Exporter"
in Custom Scan plugin will update the MusicIP library. So you probably
don't want to set the "MusicIP Reload Interval" too short because then
the server is going to rescan all the time.

I think you need MIP for analysis, if I remember correctly the GenPUID
software only generate the PUID fingerprint it doesn't generate the
analysis data required by MusicIP for mixing. But I'm not completely
sure about this so if someone knows for sure reads this, please confirm
it. There was a discussion on these forums about PUID and GenPUID a few
months ago.

So based on this, I think you can automate point 3 but not 1 and 2.
