I guess so.

I pay the BBC Licence Fee for three month's a year in UK.

I would love to be able to enter my licence number to access the
services I have paid for.

I'm not holding my breath.

I was in the Army 33 years and every time I moved abroad I lost a few
(it could be 11) month's licence fee. There is no way to reclaim it -
you can only transfer it to another UK address.
