I'm not sure I can answer the OP's question.

I know that having a per artist or album rating tag is not the easiest
thing to implement, and trying to work that into use in Squeezebox
could be a challenge.

I suppose one way to work it would be to utilize an ARTISTRATING field
as if it is a generic descriptor field like GENRE. 

However, those multi-artist tracks would be challenging.  It would be
easy enough to generate a multi-valued field, but it seems that you'd
have to make that multi-valued field behave similar to a sort field...

i.e. associate each RATING value with the appropriate ARTIST:

e.g.  ARTIST = artist 1, artist 2
ARTISTRATING = #1, #2

I'm not sure if it would be easy to do that.

You'd still have to adjust the ARTISTRATING externally, unless there
was a plugin available to edit it.  It sounds like the conceptual
Categorize plugin would have accomplished something similar, except,
you'd want the script to be intelligent enough to update ratings for
all tracks by a certain artist rather than the selected track.  I could
see that choking the server given enough tracks by an artist.  The
maintenance issue is still complicated as Erland pointed out, too. 
You'd have to make sure you fill in the blanks as you add tracks, and
you'd have to make sure you edit all of the tracks consistently if you
adjust the rating for any reason.
