The checkbox show be below the whole table, so it should be below the

Have you manually disabled some plugins ?
Like the "Extension Downloader" plugin ?
If so, you need to enable "Extension Downloader" to be able to install
third party plugin.
If this isn't the issue, which SBS version are you running ?
Which skin are you using ?
