It looks at the audio data in the music file so it should be able to handle change tags but it will consider a MP3 file and FLAC file of the same song to be different. I just tried it as an experiment, so I haven't done any integration with TrackStat yet. However, if you feel you are interested to help, you can try to run it and see if it generates any incorrect duplicates in your library.
