I fixed it and here's what I've learned:

If you have LMS set to "Automatically run at system start", it will NOT
work if your music is on a network share that uses different
credentials.  You MUST have it set to "Automatically run at login". 
This might be some sort of bug but I ran across this solution on the net
last night after hours of tedious searching.

I did a backup/restore as you mentioned above and it took only a few
seconds even though the paths are now different.  I have all my ratings
back now!
