I think you have found a bug. Fortunately there seems to be an easy work around. When selecting the "Rating (TrackStat)" item, make sure to click on the "Rating (TrackStat)" text and not on the "Skip tracks with a low rating". Clicking on "Skip tracks with a low rating" gives the same result in my setup as your screenshot and this is the bug, that link is incorrect.
Let me know if this solves the problem.
