1. If you install Erland's free Database Query plugin, you can see this
info. It's part of the TrackStat Statistics query. For instance, I know
that I have 7889 rated songs and 13461 unrated songs.

2. I'm not sure where you're going to rate a song, but it's always near
the top of my screen. If a song is playing, if I have Home > TrackStat
in the left pane, the rating is right at the top. If I have Home > Song
Info selected, the rating is also right at the top. The only time it's
not near the top for me is if I am in Home > TrackStat and rating an
album that has more than 10-12 tracks and I'm tracking to rate track 13
or higher. 

3. TrackStat ratings and history can be written out to a text file as
part of the Custom Scan plugin. I already use this to import the
ratings/play count/last played info into iTunes. I don't know how the
file would have be formatted differently for MusicBee or MediaMonkey,
but what you're asking for is already available for iTunes, Amarok, and
MusicIP. This is set in Settings > Advanced > Custom Scan.
