I don't think it's a bandwith issue, I just ran network test at 1000kbps
with no dropouts, and flac plays just fine, streaming radio too. I had
libflac (c version) installed, installed the c++ version in addition,
but it seems to make no difference. I also tried a new wireless router,
and I still have the same problem (the sb radio is practically next to
the router).

The plugin settings pages says it uses 10.1.16.g7a6bc7ea Release
Linux-x86_64 while the most recent version at Spotify seems to be
12.1.51, could this be a amd64/Ubuntu 12.04 bug that is possibly fixed
in a newer version of the library? I'm asking because there was a
specific amd64 Ubuntu 12.04 issue with the desktop version that has been
fixed relatively recently.

I will give a local emulator a go tomorrow, thanks for your time.
