Well, especially with bigger hosters you never know what else is on their IP or even IP range so if you do some brute-force blocking...
I'm seeing similar issues with mail providers. Most of my mail accounts are with one of Germany's biggest mail hosters and Comcast, for example, notoriously blocks all of their mail servers since if you host millions of mail accounts SOME of these will be used to send SPAM....
