My iOS 6 iPad3 sometimes completely loses the wifi network. Every other
device on the network is fine, it's the iPad. This most often happens if
I've been out with it and used it on 3G or other wifi networks. Sometims
turning the wifi off and on on the iPad fixes it, but at other times I
have to completely shutdown (press and hold top button until it asks to
slide to power off) and then switch back on the iPad. Ironically iOS 5
never did this to me, it appears to be an iOS 6 "feature".

So to the person with the original problem, when it happens check if you
can access the App Store on your iOS device. If it says the App Store is
not accessible then it's a problem with the networking and there is
nothing iPeng can do about that.
