OK, very odd. So I had Extension Downloader turned off, so that didn't help! Having turned it back on, I saw the Soundcloud plugin in the list of Other 3rd party plugins. Checked it and restarted the server. Not only did it not appear in my list of installed plugins, it also disappeared from the list of 3rd party plugins. Tried the manual approach of adding the repository, but no luck.
