Unfortunately, license checking has to be done to handle refunds and cancellations. However, the license check doesn't directly query the Google servers, it queries Google Play services on the device. Google Play caches the licensing info and only needs to sync the info once every few days. If you can manage to get an internet connection one every few days you can force Google Play to immediately re-sync the license info by clearing it's data and then restarting the Google Play store.
