Yes, artist artwork is pulled from last.fm. Unfortunately there is some picture "spamming" going on there: as these are sorted by popularity, some people are having fun uploading nonsense pictures and upping them by votes. This is particularly popular with, well, popular artists, obviously. As pinkdot said you can replace the picture in your artist artwork folder. That's what I've done in many cases too.
