Is "Automatic rating" set to Yes (This is require for automatic ratings
to work at all)
Is "Automatic rating decrease percentage" set to 50 (This will control
how much of the track that needs to be played until it stops decreasing
rating if you skip a song)
Is "Dynamic automatic ratings" set to Yes (I think this will make sure
it modifies the rating more when it's unrated)
If you still don't get it to work, try to enable "debug" level logging
of "plugin.trackstat" and play a song and skip it before half has been
played and post or mail me the server.log and I'll take a look at what's
going on in your setup.
