There is no easy way to do it. The URL used to retrieve the JSON file needs to be replaced in the plugin.pm file with one from the German weather.com site. However, it is not simple to find the correct URL. You start by going to the appropriate international weather.com site. In your case "http://de.weather.com/";. Then using something like firebug for firefox investigate the JSON call backs until you find the data.
