Custom Scan seems to be working correctly now. I specified both tags to look for, changed the maximum rating to 5 (I thought 100 was a max percentage or something...), and checked the "Scan All" box.
Does the "Scan All" run when you "Rescan Media Library/Look for new and changed media files" or only when selecting "Scan All" in the Custom Scan plugin? You can see I'm still confused about what happens when in LMS and these plugins. I will try making various trackstat playlists for a few days. The two I tried out today seem fine, both based on Advanced With Rating. I am sure I will be purchasing a license from Erland soon.
