Without open accounting it's all conjecture.

I think there's a lot of empire building going on and the Audio factory
project is a good example of this - let's replace the lot with a new
shiny toy we can play with and more importantly 'manage'.  It has all
the signs of the classic British IT infrastructure cock-up.  Depressing
and totally unnecessary change for change's sake.
