No, it's an iOS thing. iOS will always nag _before_ the App gets
launched for any App which has ever accessed the internet. If you want
to turn off mobile data, that's what you get.

iPeng itself doesn't "phone home". If you use MySqueezebox.com or play
internet radio it may communicate with online sources, though.
BUT: Unless you keep the App running in the background (using the
"preserve connection" setting) it will not be communicating in the
background at all.
Normally you don't have to "stop" Apps, they are being stopped by iOS
once you leave them. Yes, they can read stuff in the background but
there's a separate switch for that in the settings ("Background App
Refresh") that makes much more sense than turning off mobile data.
Also: as long as you use a local server iPeng doesn't really have
something to communicate with when on the road. Your server is on your
local network and not reachable from mobile (unless you deliberately
configure it for external access, but in this case using mobile data is
probably exactly what you want) so iPeng doesn't have anything to
communicate with.
So IMHO the mobile data switch is a pretty useless thing unless you've
got an App you really want to actively use while on the road but which
you don't want to use data in this scenario. Reading old facebook posts
or mails or the like would be an example. Apps in the background should
not communicate, for those who still do, you can turn that off
separately.
