I think the strategy is a bit mixed up but I see the underlying principles as follows. 1. Radio 3 gets better quality compared to other station. 2. HLS is intended for Apple iPad/iOS assumed to be mobile (e.g 3g) so possibly restricted bandwidth (i.e. minimise chance of rebuffering) and limited audio quality and so no need for high quality but there is choice of available quality sbr_high, sbr_med, sbr_low anmd sbr_vlow - when checking bandwidth check which setting is used in the URL. 3. HDS (played by Flash player) and RTMP (also played by Flash) so user is expected to have a high speed internet connection and possibly connected to a high quality audio system. 4. DASH is new and so settings are still being experimented - BBC hope to have automatic rate adjustment. Offering better qaulity will move users over and then after a few montsh like BBC with new AAC stream a few years ago - they'll drop the bandwidth. DASH live stream is as you said - non UK only 48/96 whereas UK get two higher rate. However Listen Again (aod) Dash for non UK offers 320k through browser interface but only 48k for RTMP.
