Yes, HLS on-demand content has been only a maximum of 128 kbps since February (whilst the live HLS has 320kbps streams). There was a brief period when 320kbps HLS on-demand streams were available, but those were withdrawn... The flash browser BBCiPlayer client moved to HDS some time in the spring - and I think has 320kbps on-demand on all channels.
