AFAICT You are outside the UK - so no 320kbs will be offered. If you want retest with the your VPN on do so with plugin.bbciplayer.dash logging set to INFO. Buffering is unlikely to be a problem with Listen Again - however http fetches may have BBC redirects interacting with your VPN and this may be causing long delays.
