I think this is due to the fact that LMS does not have time to download the plugin before you restart it (it is s known issue). You should clean the DonloadedPlugins directory, then when you apply the install, wait for a few minutes or look in DownloadedPlugins directory till the size of files there become stable, then restart LMS
