1.3 version of BBCiPlayer only supports HLS. >From about Feb 2015 this rebuffering has been a known problem and was noted especially in Windows. Possibly Wndows DNS caching is exacerbating the issue. You may have esacape the issues if there were fewer streaming users around until recently or perhaps network/servers were reconfigured.
If you are listening to Live and rebuffering make unusuable I suggest changing the "Live" preference to MP3 rather than HLS. "Busy times" are when the networks are busy as the implementation make many TCP conenctions and network/server traffic slows down the connection setup. My feeling is that busy times are about from 4:00pm until about 8:00pm on weekdays but possibly up to midnight as iPlayer servers also serve TV.
