The problem is very hit/miss - I can go for days without an issue and then get a burst but 4:00pm until 8:00pm weekdays are the worst. That's why I think delays in setting up many TCP connections is very dependent on the load of every part of network between the modem and the BBC servers and the supporting servers such as DNS.
