I have installed 7.9 with standard FAAD on my windows laptop and no problem playing a live BBC DASH 48kbpos stream on a SB receiver.
The system is running Win 7 - 64 bit. AFAICT the 48kbps issues is related to transcoding and since Touch now has same symptoms it may be part of the rebuffering problem.
