If you use CFMX7 and Plum, don't install the updater yet. There are some
issues that have to be addressed. I did and now the app I am working on
won't work. Gotta do some digging, but I thought I would let everybody
know.

Actually, the detail of cfcatch is: Local variables cannot have the same
names as parameters or other local variables, and the message of cfcatch is:
Cannot declare local variable CFCATCH twice.
I have traced it down to:
Application.StylesheetAPI =
CreateObject("component","#Application.components#.StylesheetAPI");
This is after I created and installed a clean project on the Win2K3 box
running CF MX 7

Was a solution found for this? I ran into the same error after moving a site
to a CF MX 7 box. Also, when I re-run setup I get an error message that
CFCATCH is declared twice. Strange!

That's the page that throws the error, actually the action page,
setup2.cfm.

I did but the environment, all paths, are identical to the old system.
I've
checked and double checked. I deleted all of the tutorial files and
recreated them. Still getting the same errors.

From this and your earlier post, it looks like you also moved your
Environment.cfm over without modifying its contents to match the new
environment.
