[plum] DisplayALinkToThisSearchForm Attribute

The displayALinkToThisSearchForm attribute of the DisplayList custom tag 
only returns a link back to the search page if search results are 
returned.  If no results are returned, the user is left to click the 
back button.  We can add a link manually probably with the 
DisplayExtraFormContent tag, but I think it would be more consistent if 
the [Back to Search] link were displayed when no results are returned in 
the list.
