I have and the ASP.NET account both have Full Control over the complete
Oracle directory.

Whatever user context you are in when you run Plum IDE needs permissions to
the Oracle home directory.  It could be that there is some peculiar setting
that only allows the Administrator user access to the Oracle home directory
(or the ODP.NET directory underneath), which would prevent other users from
getting access.

I think there may be an issue with your machine's permissions and how they
relate to the Oracle installation.

Do you log into your machine as an Adminstrator?  If not, does the user you
log in as have access to the Oracle home directory on your machine?

Alright I know am repeating myself on this one.
I am connecting to Oracle 9.2.0.5 server and receive "Unable to load DLL
(OraOps9.dll)."
I have the following installed on  my dev machine in addition to Plum, .Net,
ODAC, .Net Managed provider for Oracle, Oracle 9.2.0.5 client.
Any ideas?
