It could be that there is some peculiar setting that only allows the Administrator user access to the Oracle home directory (or the ODP.NET directory underneath), which would prevent other users from getting access. Do you log into your machine as an Adminstrator? If not, does the user you log in as have access to the Oracle home directory on your machine?
