You didn't mention (that I saw) whether you tried disabling the HTTP Keep-Alives Enabled setting in IIS admin for your site, as they suggested. Did you try this?

Sure it might not be a caching issue?  Have you tried using <cfhttpparam
type="header"> to send cache defeating headers?.
