[plum] Problems with DisplayCountrySelect

I just built a simple conference registration system and used this tag in a modified profile/ProfileForm.cfm template. 
The tag works great in dev mode. When I cf_2cfmodule the project, however I am getting duplicate tags.  This behavior is 
also apparent in the PlumUserEditForm.cfm template as well.
