If you're using cf_2cfmodule (which you really must do in a shared
environment to be safe), then use option 1, and just let the customtags
directory exist as is.

That should do it.

Only heads-up I would mention is to make sure your collections.xml file is
not write-protected on your production machine.  If you deploy from source
control then it might be read-only on the target system.

That, and implement the edit to Global.cfm that I posted a week ago.
