OK. So your ACPI tables define the P-state frequencies as 0x3E8, 0x320 and 0x 258. That's why cpudrv is reporting supported_frequencies_Hz as 600000000:800000000:1000000000 and it is why your laptop max speed is being reported as 1000000000 Hz. You might want to see if there is a later version of the BIOS.
