* nfacctd: introduced nfacctd_peer_as directive to value peer_src_as and
peer_dst_as primitives from NetFlow/IPFIX export src_as and dst_as values
respectively. The directive can be also plugin-specific so to, as part of
the same setup, mix-and-match exporters that do require the trick, ie.
lack of BGP peering, with those that don't.
