* fix, tee plugin: can't bridge AFs when in transparent mode is not fatal
error condition anymore to tackle transient interface conditions. Error
message is throttled to once per 60 secs.
* fix, memory plugin: stoppeed passing of empty BGP and NAT structures if
none of these primitives are enabled for aggregation.
