You're right about the cause. There appears to be a problem with the
pmacct port on my FreeBSD 5-stable machine. The default options in the
port are supposed to be --enable-mmap and --enable-l2, but I'm not getting
them. Commenting out the OPTIONS= lines in the port Makefile restored the
expected behavior.
I'll do some more research to see if the problem is particular to my
machine, or something I should take up with the port maintainer.

think there is any chance that you have configured the package with the
'--disable-l2' flag ? Enabling the flag, disables support for layer2 stuff
